Anyone know what is considered precious vs. semi-precious and who makes that determination? Is it based on the stone itself, its quality?

I have one sister who is really hot on diamonds, loves going to Tiffany's for the box as much as anything. She refuses to believe that I can get good-quality real gemstones at bead shows and bead stores and thinks what I buy must be low quality trinkets just going by the name "ruby" or "tourmaline." I've given up trying to explain it to her. I'm not experienced enough at this to speak knowledgeably enough about it at this point anyway but I make sure I know what I'm buying before I spend a lot of money or try to sell what I've made to someone else and tell them what it is made from.
